Water and Conflict

Our work on water governance has identified a major gap – the paucity of approaches which effectively integrate understandings of conflict analysis and conflict resolution tools into thinking about water governance.  This page and its links are an attempt to begin to fill this gap.

Mandy Turner has co-authored a review paper with Volker Boege, which argues that the key to addressing issues of the conflicts over water at different levels lies in developing meaningful structures for stakeholder participation. Turner and Boege argue that a focus on (actual and potential ) ’water wars’ between riparian states has been exaggerated, whereas localised ’water riots’ and more everyday conflict and competition may have serious impacts in degrading water quality and restricting access. The review paper is provided here together with a two page summary overview paper.

Rose Osinde has reviewed the current state of knowledge about water governance and outlined ways in which approaches to conflict resolution could be included in this, particularly at the meso and micro levels. This paper is particularly concerned with how pro-poor water governance can be achieved through an integration of tools and frameworks of conflict analysis.

In addition to her review paper she has constructed an annotated bibliography which we present here as a resource for anyone wanting to pursue this subject in more depth.
